The investigation involved a statewide telephone survey of 500 cell phone users and 150 others to gauge driving-related behavior and opinions of a reverse lookup phone number. The group expressed concerns that allowing motorists to handle personal affairs while driving would lead to more traffic accidents. So it means the risk of talking on a cell phone and driving is probably much higher than driving intoxicated because more people are talking on cell phones while driving than are driving drunk.
